Hoffmann was a police chief in the Mars Police Department.
In October 2071, Hoffmann was in charge of investigating a tanker truck explosion on the Alba City Freeway, as well as the expected further explosions. Supported by detective Shadkins, he gathered information from the chemical labs on the virus that resulted from the explosion. He also observed the computer virus that attacked the city. Unbeknownst to him, he was monitored by the Mars Army.
He was later led to believe the next attack would be on the Alba City water treatment plant, so he led a team there. His team was intercepted at the plant by Harris and an army team, but, just as they argued about jurisdiction, the ISSP officers only found a dummy jack-o-lantern.[1]
