Otto was a trucker and one of the friends of Victoria Terpsichore.
Along with many others, Otto participated in a continuing contest to guess VT's full name, but never succeeded. Otto was waiting in line at a gate when Decker, a bounty head trying to elude pursuit, cut in front of him. Otto's ship was damaged as a result, but Decker was gone before Otto could hold him accountable. He called VT looking for him, and, when she realized it was Decker, she started looking for him herself.[1]
